Sir,

I have the honour to report for Your Excellency's information that I have received a cable from the Commander-in-Chief, India, dated 7th December 1904, stating that the 3rd Indian Infantry Regiment here will return to India without relief. This reduction of strength will very much affect the defence of the Colony. I will notify Your Excellency later when I am in possession of more information on the subject.

I have the honour to be,

Sir,

Your Excellency's obedient servant,

(Sgd). V. Hatton

Major General

Commanding the troops in South China.

His Excellency,

Sir Matthew Nathan, K.C.M.G.

Governor etc, Hong-kong.
